A different audio recorder was previously downloaded and used to record a call on an iPhone. When the recording was completed, it was discovered that the audio on the other end of the call was scrambled/covered up due to iPhone's restrictions to record phone calls. Can this software be used to unscramble/uncover the "restricted" portion of the recording?

No, Audacity cannot unscramble or uncover the restricted portion of the recording.
To add a new LV2 effect, place its complete .lv2 folder (not the files alone) at the top level of any of the following locations:
Users\\AppData\Roaming\LV2 (or Documents and Settings\\Application Data\LV2 on Windows XP)
Program Files\Common Files\LV2 (or Program Files (x86)\Common Files\LV2 on 64-bit systems)
Then, use Effect > Manage... to enable the LV2 effects and load them into Audacity. Restart the program and now your newly installed effects should be cached and ready to use.
The program can't start because api-ms-win-crt-runtime-I1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem.

Try using [Revo Uninstaller][1]. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
After that, try running [AdwCleaner][2] to make sure that there are no leftover rogue registry keys or toolbars in your system.
After these steps you can reinstall the Audacity software.
I am at present copying LPs to my pc, and to the Audacity software I have installed. For some reason or other I have copied one side of a record onto one track, and the other to another track. On reading through the operation procedures, I read that I could get both tracks onto one, but when I came to have a go at this, I find that the cut, copy & paste buttons are all disabled. Is there any reason for this? Any help will be useful. Thanks

The two tracks will be mixed whe you export the song as WAV, OGG or MP3. I have the problem with cut/copy/paste too.
Using this program you can't upload a file to SoundCloud directly. The program doesn't have such function. After you edited a music file using Audacity, you first need to save it / export it to your computer and then upload it to SoundCloud.
I've checked the specifications of the Audio Technica AT-LP60 and it says the following:
Dual RCA (female) to 3.5 mm (1/8") mini-plug (male) stereo adapter cable; dual RCA (female) to 3.5 mm (1/8") mini-plug (female) stereo adapter cable; 45 RPM adapter
You will have to connect the device to your PC through the Line-IN Stereo Jack (blue input!) and then select it in the Audacity program and it will be recognized.
If you want to save your work in MP3 format you first need to have the LAME library installed. If you don't have it, you can access the LAME library download site. After you finished downloading the archive, extract it and remember its location, as the first time you'll try to export a project as an MP3 file Audacity will ask you to locate the lame_enc.dll file. Once your work is ready to be saved as MP3, proceed as it follows:
From the File menu, select Export as MP3.
A dialog box will appear: Save MP3 File As.Click OK.
Select your desired save location.
In the file name text box, type the desired project name.
In the Save as type text box, leave the file type as an MP3 file.
Click SAVE and the export MP3 dialog box will appear and ask you to locate lame_enc.dll.

No, it can't. Audacity displays the wave graphs of frequency used by the audio file. There is no way to isolate the vocals.
